The expiration of the New Strategic Arms Reduction Treaty (New START) in February 2026 marks the end of bilateral nuclear arms control agreements between Russia and the US, leaving no successor framework in place. At the same time, China’s rapid nuclear expansion and reluctance to engage in trilateral arms control negotiations are reshaping the global strategic environment.
This policy brief examines the underlying drivers of the conflict, assesses existing policy measures, and proposes recommendations for reducing tensions and strengthening long-term stability.
